1. Algeria made the responsible choice to not participate in the vote on October 31, 2025, on the Security Council resolution renewing the mandate of MINURSO, in order to demonstrate its distancing itself from a text that does not faithfully reflect the UN doctrine on decolonization.

2. Despite its insufficiency, this new resolution extends the mandate of MINURSO by one year, until October 31, 2025, instead of three (3) months as initially proposed. (OPI).

3. Through this renewal, the role of MINURSO has been reaffirmed and its mandate preserved (PP2), emphasizing that MINURSO remains officially mandated by the Security Council to organize a referendum on self-determination in Western Sahara.

4. This new resolution reaffirms the inalienable right of the people of Western Sahara to self-determination and underlines the need to reach a mutually acceptable political solution consistent with the purposes and principles of the UN Charter, including the right to self-determination. (PP2-OP3)

5. Contrary to Moroccan media propaganda, the Security Council has at no point endorsed the implementation of the Moroccan "autonomy plan". It has only considered that the latter "could" constitute a solution to the conflict. (PP3 and OP3)

6. During these negotiations, the parties are explicitly encouraged to submit proposals likely to promote a final and mutually acceptable solution to the Western Sahara conflict. (OP2).

7. During the negotiations, given the mobilization around the need for a balanced text and the strong reservations expressed on the initial text by the majority of Security Council members, the US penholder was forced to make substantial amendments to his initial draft. In this regard, the initial text described the autonomy proposal as "the most credible basis" and "the most realistic solution," even considering it as "the sole negotiating framework." This was subsequently revised in the final text.

8. Under the terms of this resolution, the UN Secretary-General was invited to submit, before the end of the mandate, recommendations on the future mandate of MINURSO, given that the initial version of the text proposed the end of the MINURSO (OP5).
