Speech by the President of the Republic, Abdelmadjid Tebboune, on the occasion of the 19th NAM Summit

NAM Summit: Returning to founding principles to restore balance to international relations
KAMPALA- The 19th Summit of the Non-Aligned Movement (NAM) will be held on Friday in Kampala (Uganda), amidst troubled international context, where the movement, whose founding objectives and principles are more relevant than ever, is called upon by Algeria to take on a central role to restore balance to the international relations.
Placed under the theme “Deepening Cooperation for Shared Global Affluence,” the 19th NAM Summit, to which the Prime Minister Nadir Larbaoui is taking part as the representative of the President of the Republic Abdelmadjid Tebboune, is held this year amidst new global challenges which require a new momentum and a more efficient role of this movement based on the principle of equality and the respect of all countries’ sovereignty.
The President of the Republic stressed many times the necessity for NAM to assume its historical responsibility in the current international context and to address the challenges, particularly the multiplication of the hotbeds of tension and regional and international tensions, the arms race, the worsening of the climate crisis and health crises related to the spread of epidemics, threatening the life of millions of human beings worldwide.
President Tebboune insisted on the necessity of returning to the founding objectives and principles of NAM to which Algeria remains committed, calling the movement to take on a central role to restore balance to the international relations.
Algeria reaffirmed, through its Minister of Foreign Affairs and National Community Abroad Ahmed Attaf, its commitment to giving a fresh impetus to NAM’s active role in the current international circumstances and to working from its position in the Security Council for the preservation of the movement’s interests and promotion of its objectives and initiatives.
In his address during the preparatory ministerial meeting for the 19th NAM Summit, Attaf said he wishes that this new momentum “will further promote the values, principles and ideals on which the Non-Aligned Movement was founded” and “will foster the advent of a balanced and just international order that guarantees security, stability, and prosperity for all, and that puts an end to the long marginalization of developing countries while addressing their needs and aspirations."
He also insisted on the importance of “strengthening the traditions of cooperation, mutual aid and solidarity and of collective commitment to defending just causes to end occupation, achieve decolonization and enshrine the rights of oppressed peoples worldwide.”
As regards the next summit, Attaf said that Algeria is expecting a “strong and firm” position vis-à-vis the Palestinian cause, “which is experiencing the most dangerous and critical phase of its history.”
"The Palestinian cause needs more support from the Non-Aligned Movement which, given its moral authority, political influence, and longstanding honorable positions on this issue, can help increase diplomatic pressure to end Zionist disastrous actions in Gaza, hold accountable those responsible, and accelerate the establishment of an independent and sovereign Palestinian State as the comprehensive and definitive solution to the conflict," said Attaf.
Regarding decolonization in Western Sahara, Attaf welcomed "the consistent and principled position of the Non-Aligned Movement in favor of the inalienable and imprescriptible right of the Sahrawi people to self-determination, in accordance with the relevant resolutions of the United Nations Security Council and General Assembly."
Attaf also referenced Algeria's call "to activate the Non-Aligned Movement's positions in support of reforming the UN and rehabilitating multilateralism."
Algeria vows to defend NAM’s values and principles of NAM in UN Security Council
KAMPALA-The President of the Republic, Abdelmadjid Tebboune, in a speech read on his behalf by Prime Minister, Nadir Larbaoui at the 19th Summit of the Non-Aligned Movement (NAM) in the Ugandan capital, Kampala on Friday, affirmed that Algeria, which had held a non-permanent seat on the United Nations (UN) Security Council for two consecutive years since January, vowed to defend the values and principles of the NAM, a non-permanent seat on the UN Security Council, will strive, based on its history, its constant values and its ambitious future vision, to boost multilateral international action as an immutable principle of its foreign policy.
“Algeria will also ensure that peaceful conflict resolution prevails over confrontation while addressing the root causes of conflicts rather than seeking to contain them, which often complicates and delays their resolution process,” he continued.
The President of the Republic stressed that “Algeria was committed to defending, from the Security Council rostrum, the values and principles of the NAM, whose relevance and effectiveness have always been proven, and which form the basis of Algeria's positions vis-à-vis various regional and international developments, and the source of its efforts and initiatives aimed at spreading peace and stability.
“Algeria will combine its efforts with those of the other NAM member states to build bridges of dialogue and understanding between all the parties and define the necessary consensus within the Security Council on issues of interest to the Movement so as to make UN efforts to prevent the outbreak of conflicts more effective and support the role of international organizations and international and regional groupings, including the NAM,” stated the Head of State.
“I wish to see coordination, cooperation and solidarity enhanced between NAM member states, in order to contribute to the design of the contours of a new World Order that preserves human values and enshrines the principles and objectives of the UN Charter,” said President Abdelmadjid Tebboune in his speech.
19th NAM Summit: Unanimous condemnation of Zionist war on Palestinian people
KAMPALA- The opening session of the 19th Summit of the Non-Aligned Movement (NAM), held on Friday in Kampala (Uganda), was marked by unanimous condemnation of the Zionist war on the Palestinian people.
In a speech at the opening of the summit, attended by Prime Minister Nadir Larbaoui in his capacity as representative of the President of the Republic, Abdelmadjid Tebboune, Ugandan President Yoweri Museveni, whose country has taken over the rotating presidency of the organization, condemned the Zionist war on the Palestinian people, deploring the international community's silence in the face of human rights violations in the Gaza Strip.
He also stressed that the ideal solution to the Palestinian question was a "two-state solution", capable of bringing peace, coexistence and stability to the Middle East region.
President Museveni also denounced the new international order and unipolar hegemony, calling for a multipolar world.
NAM Summit: President of the Republic advocates more equitable World Order
KAMPALA-In a speech read on his behalf by Prime Minister, Nadir Larbaoui at the 19th Summit of the Non-Aligned Movement (NAM) in the Ugandan capital Kampala on Friday, the President of the Republic, Abdelmadjid Tebboune called for NAM member countries to pool their efforts and define the responsibilities of each country in order to form a united bloc to face the challenges of the international scene.
The President of the Republic stressed that this Bloc would be an undertaking that could only be achieved through "the consolidation of our Unity and our strategic positioning, as an active player contributing to establishing a World Order with a participatory and non-exclusive logic, an Order setting out, in all transparency and fairness, responsibilities and duties, and imposing on all respect for its laws and rules.”
Turning to Africa, President Abdelmadjid Tebboune underlined Algeria's unshakeable conviction that there is a close correlation between security and development, particularly in view of the resurgence of political and security crises and the rise of terrorism, organized crime and hotbeds of tension and conflict, in addition to the emergence of the unconstitutional changes of government, particularly in the Sahel-Sahara region.
The President of the Republic also underscored "the importance of framing collective action to achieve the desired objectives and redress the historic injustice committed against the African continent, as far as the component of the UN Security Council is concerned.
He called for "tireless efforts to make the project of continental integration a reality to establish Africa as an international player in the implementation of the African Union's Agenda “AU-2063", and welcomed the NAM’s support for these efforts.
In addition, the President of the Republic praised Algeria's intense cooperation with its international partners to mitigate the impact of the international energy crisis by further strengthening its role as a reliable and credible supplier, especially as it prepares to host the 7th Summit of Heads of State and Government of the Gas Exporting Countries Forum (GECF) in early March.
This event will be a decisive turning point in terms of dialogue and consultation between member countries, on the one hand, and between exporters and importers, on the other, to support and develop the natural gas industry and uphold the fully sovereign rights of member countries in terms of planning, developing and exploiting their natural gas resources, a clean energy that boosts economic development and social progress, and preserves the environment.
President Tebboune calls to recommit to NAM’s founding values, principles
KAMPALA- In his address to the 19th Summit of the Non-Aligned Movement (NAM) being held on Friday in the Ugandan capital Kampala, the President of the Republic, Abdelmadjid Tebboune called to recommit to the founding principles of the NAM, based on the values of justice, respect for international commitments, the sovereignty of States and their territorial integrity.
The President of the Republic advocated non-interference in their internal affairs, the protection of mutual interests and the strengthening of multilateralism, as fundamental pillars for achieving the objectives set by the founding fathers of the Movement, objectives which emanate from the spirit of the UN Charter and the Bandung principles, and which are in perfect harmony with the "SDGs-2030" Sustainable Development Goals.
In his address, read on his behalf by Prime Minister Nadir Larbaoui, President Abdelmadjid Tebboune referred to the shifting and convoluted international and regional situation, characterized by successive threats and complications with multi-dimensional and multi-level international risks and mutations, complications and threats that will impact, in one way or another and to varying degrees, the security and stability of States, and the future of the collective security system inherited from the Second World War.
This situation has led to a resurgence of strong polarization on the international scene, in favour of some international powers and to the detriment of others and has deepened the sources of tension, which have reached the highest levels of threat to international peace and security and the values of humanity as a whole.
With this in mind, President Abdelmadjid Tebboune believes that the founding principles of the NAM are of renewed value today, against the backdrop of a return to the use of force as an alternative to diplomatic efforts to resolve international conflicts, and the decay of the collective security system of which the UN is the backbone, in the light of its structural inability to put an end to, or even curb, the politics of fait accompli and attempts to impose the interests of the strongest, by dealing with issues at the heart of our concerns through the logic of selectivity and double standards.
President of the Republic highlights Algeria's efforts to bolster multilateral international action
KAMPALA- In a speech read on his behalf by Prime Minister, Nadir Larbaoui at the 19th Summit of the Non-Aligned Movement (NAM) in the Ugandan capital, Kampala, the President of the Republic, Abdelmadjid Tebboune said Friday that Algeria was working to bolster multilateral international action as an immutable principle of its foreign policy and to give precedence to peaceful conflict resolution over confrontation.
The President of the Republic stressed that "Algeria, which has held a non-permanent seat on the UN Security Council for two consecutive years since January, will work to strengthen multilateral international action based on its history, its constant values and its ambitious future vision, as an immutable principle of its foreign policy, and to give precedence to peaceful conflict resolution over confrontation, while addressing the root causes of conflicts rather than seeking to contain them.
In this connection, he reiterated Algeria's commitment to defending, from the Security Council rostrum, the values and principles of the NAM, whose "relevance and effectiveness have always been proven" and which constitute, he said, "the basis of Algeria's positions vis-à-vis various regional and international developments, and the source of its efforts and initiatives aimed at spreading peace and stability.”
Algeria "will combine its efforts with those of the other NAM member states to build bridges of dialogue and understanding between the various parties and define the necessary consensus within the Security Council on issues of interest to the Movement,” in addition to its "contribution to designing the contours of a New World Order that preserves human values and enshrines the principles and objectives of the United Nations Charter.”
In this regard, the President of the Republic called for a "renewed commitment to the founding principles of the NAM,” notably "justice, respect for international commitments, the sovereignty of States and their territorial integrity, but also non-interference in their internal affairs, the protection of mutual interests and the promotion of multilateralism.”
President Tebboune referred to the "shifting and convoluted" international and regional situation, which has brought back to the international scene a "trend of strong polarization in favor of some international powers and to the detriment of others, deepening the hotbeds of tension, which have reached the highest levels of threat to international peace and security and the values of humanity as a whole.”
With this in mind, the President of the Republic considered that the founding principles of the NAM today take on a "renewed value" in the context of the return to the choice of "resorting to force as an alternative to diplomatic efforts to resolve international conflicts.”
President Tebboune stressed the need to consolidate the unity of the NAM countries and their strategic positioning, as active players contributing to the "establishment of a World Order with a participatory and non-exclusive logic.”
The Head of State called for "intensified collective efforts to advocate the Palestinian cause, to make the voice of justice heard, to give precedence to the law and the principle of equality, and to enshrine the primacy of recourse to binding legal safeguards, which must be placed above all other considerations, under international legality and UN resolutions.”
The President of the Republic described the Zionist war on the Palestinian people as a "war of extermination" and "a clear example of the failure of the international community to impose safeguards and restrictions on all without exception.”
In this regard, he affirmed that, because of this tragic situation, the NAM and its member states must assert, loud and clear, that "the era of impunity is over,” hailing the Movement's inalienable attachment to "support for the Palestinian cause" and calling for "support for the right of the people of Western Sahara to self-determination.”
As for Africa, President Tebboune underlined Algeria's unshakeable belief in "the close correlation between security and development,” stressing the importance of "framing collective action to achieve the desired objectives and redress the historic injustice committed against Africa, as far as the UN Security Council is concerned.”
The President of the Republic also praised Algeria's intense cooperation with its international partners to mitigate the impact of the international energy crisis.
He announced that the 7th Summit of Heads of State and Government of the Gas Exporting Countries Forum (GECF) would be held in Algiers at the beginning of March, which Algeria would like to see as a "decisive turning point to strengthen dialogue and consultation between member countries, on the one hand, and between exporters and importers, on the other, to boost the natural gas industry.”
President Tebboune urges NAM countries to support Palestinian cause
KAMPALA-In a speech read on his behalf by Prime Minister, Nadir Larbaoui at the 19th Summit of the Non-Aligned Movement (NAM) being held in the Ugandan capital Kampala on Friday, the President of the Republic, Abdelmadjid Tebboune urged intensified collective efforts to support the Palestinian cause and make the voice of justice heard.
The war of extermination and the inhumane practices of the Zionist occupation soldiers against defenseless Palestinians, women, children and infants, particularly in the Gaza Strip, in full view of the whole world, are clear examples of the failure of the international community to impose safeguards and restrictions on all, without exception, as the Zionist occupation is flouting the resolutions of international legality and refusing, with impunity, to comply with the resolutions of the Security Council and to submit to the option of Peace, President Abdelmadjid Tebboune stressed.
Because of this tragic situation, the NAM and its member states must assert, loud and clear, that the era of impunity is over, said the Head of State, hailing the Movement's inalienable attachment to support for the just Palestinian cause, the settlement of which is linked to the enshrinement of the principle of the right of peoples to self-determination, and their unshakeable conviction of the need to end all forms of occupation and colonization, as set out in the final declaration of this summit.
Recalling the NAM’s rich history of solidarity with oppressed and colonized peoples, mirrored in its stance in support of just causes, the President of the Republic called for support for the right to self-determination of the people of Western Sahara, whose territories and wealth have been plundered in flagrant violation of international law.
These same people are also victims of attempts to alienate them from their just cause and their aspirations to hold a free and fair referendum, under international law and the relevant UN resolutions, in order to deprive them of their legitimate, intangible and imprescriptible rights.
